Drug dealing is allowed only by authorized person
– a person must request authorization at city hall
– a person must specify the establishment where drug dealing can be done
– drug dealing can not take place on the streets
– a drug dealer must have drug prices in open

The process of getting the license could require some kind of test in Police station (written and/or driving a car).

Reoffending
In case of repeated offenses throughout one month, punishment should be increased outside of the penalty code limitation.
For example three people make an offence that is punished with 24h of jail each.
BUT, if the same person makes the reoffences, each subsequent one should not be 24h.
Second offence could be 48 hours.
Third offence could be 72 hours.
And so on.
1st offence will respect the values in the book of law
2nd offence will double the values
3rd office will tripple the values and so on
All request must be proven with facts of person being sanctioned/convicted within the current month

Wearing a drawn firearm/meleee weapon in public even if it pointed or not at someone can be considered a sign of pottential aggression and PD can request that person to holster the weapon or remove it.
Penalty in case they refuse/keep drawing weapons for no reason: Medium, 2 hours, L$50
In case person refuses to stop drawing weapons for no reason, police can ask judge to apply a higher penalty

Exclusion of Tbone from Community
Due to repeatable offenses and harrassement of wome and men both citizens and visitors, we would like to ban Tbone from community, and not allowing him to rent/lilve here anymore.

How does police contorl who has authorization/not

What is the pantly in case no driver licence?
What about visitors – do visitors must get driving licence here?
What is citizen ID card ? Does it overrule the ones in PICKS? What happens if a person doesn’t have a citizen id card? what is the penalty ?
What does it mean “bribery”. Do we make bribery legal ?

Confiscation is an RP act. What if someone rezzes the same gun again and again saying he’s wearing 1000000 guns.

Such things should not be put on vote without Drug Dealer’s Union Representative present.
We can discuss, but not vote until we have a new council. The matter is too serious for sim and general directions of play here to be voted just like this.
in today’s CCM , we will not discuss and vote on topics related to drugs and prostitutes until the establishment of the unions is completed and their representatives attend the council.
