Book of laws is the second document that together with Sim Rules are the foundation of the Gutter Trash Alley Rules, Regulations, Laws and Penalties to which all citizens and visitors must abide, respect and understand the consequences.

It must always remain public and it is citizen’s/visitor’s responsibility to read it , understand it and address questions to City Hall if any.

Book of Laws Last Changed Date: 01.01.2024.

Changing

• The book of laws as defined can only be changed by City Council vote.
• Vote is valid, at least 50% of city councilors must vote: PRO/AGAINST
• Out of the total votes, the majority wins.
• If the majority, the minimum voting requirement is not met, the vote is postponed 3 times before it is considered NULL.

• The book of law must never grant one person or a group of person immunity.
• The book of law must never take away from one person or a group of person the right to be represented and protected by the law, or the right to contest the law or decisions against them in court
• City Balance must and always be ensured, no elite groups can be officially formed that are above the law, no elite individual can exist above the law.
• The proteciton of city balance is assured by Dee(janetguise) to oversee and overrule in such matters. 
• These limitations are intended to protect the entire Roleplay life of individuals, make it equally fun and enjoyable for everyone and give everyone equal chances and opportunities to play in our city. GTA as a sim is open and welcoming all individuals, and thus, restrictions must be imposted to guarantee the openness of the sim

a) Zoning

Gutter Trash Alley City is Full Region located in Cercia Estate spreading over 65536 sqm including water.

The water depth is 30 m and is sailable all around the land.

Gutter Trash Alley is divided into 5 areas:

• Downtown and Bum City
• Trailer Park
• Uptown
• Sewers

b) Division

Gutter Trash Alley sim is divisible only for reasons that benefit the city. Divided or not, all parcels within this region are part and governed by the same laws as Gutter Trash Alley

Gutter Trash Alley cannot be divided for purposes of generating other areas with no connection/affiliation to itself.

Gutter Trash Alley is governed by the appointed Mayor and City Council

City hall is formed by:

• Mayor

City Council is formed by:

• Business owners
• Representatives of the following sectors: Downtown, Trailer Park, Uptown. Little Tokyo
• Honorific members
• Members invited city council members and approved via vote

Public Service Institutions

• Police Department run by PD Captain
• Clinic run by MD Director
• Fire Department run by FD Captain
• Courthouse run by City Judge

Private Managed Organizations are defined by location/prim allocation and scope leased by City Hall to investors:

• Music Club
• Night Club
• Sex Shop
• Free Press
• Pig Farm (in development) in Trailer Park
• Oxygen Gym
• Cult Building

Space allocated and existing buildings in GTA sim can only be changed with approval of Dee(janetguise resident)

Regulations

• Acting Mayor will be Dee (janetguise) or via public elections every 6 months
• The mayor will designate his/her staff within 31 days from the election: Deputy Mayor, Secretary, City Lawyer, etc.
• In absence of Mayor for more than 14 days without notification, Deputy Mayor will take over Mayor’s duties.
• In the absence of the mayor for more than 30 days without notification, extraordinary new elections will take place.
• Must be a citizen of GTA.
• Can be removed from function only unanimously decision of all City Council members with proper argumentation and vote. 
• Is removed form function if found guilty of Major Crimes by City Judge
• Mayor’s residence is allocated by City Hall throughout the mandate 

Responsibilities

• Be present and active in the life of GTA Citizens.
• Work in close collaboration with citizens in identifying topics to be improved or fixed.
• Coordinate and lead city council in supporting them in identifying topics of interest and improving the life of GTA Citizens.
• Monitor and work in close collaboration with public service institutes (Police, Clinic, City Lawyer, Judge, etc.), support them in improving the life and safety and health of GTA Citizens, and evaluate their activity.
• Work in close collaboration with business owners and identify topics of improvement or fixing in their activity.
• Manage and coordinate subordinate offices like Rental Office.
• Take part in city council meetings and vote for the order of business.
• Be transparent and keep the Gutter Trash Aley Press updated with the direction of the Mayor’s Office.
• Decide and adjust budget for monthly expenses if needed if they don’t impact Dee’s ability to pay for the sim.
• Decide and adjust rental prices every month if needed if they don’t impact Dee’s ability to pay for the sim.
• Decide and/or approve promotional packages for rent.
• Hire/Fire/Evaluate all public institutes management that are under their subordination.
• Notify all decisions to City Council on a bi-monthly basis
• Propose laws (laws that affect the life of the citizens/affect the city must be co-voted by city council)

 Criteria of rejection from campaign

• Members of Public Institutes (they must announce their resignation prior to announcing their run for Mayor)
• Members of Press (they must announce their resignation prior to announcing their run for Mayor)
• Is convicted for major illegal activities or was convicted for major illegal activities in the past 60 days
• Was voted out of Mayor function by the city council due illegal activities, public vote decision

Elections Campaign

• Elections/Campaign for Mayor to be held once every 6 months
• A candidate can run as many times as he/she wants if he/she meets the criteria for election vs criteria for rejection.
• The election campaign is for 10 days. 1st half the candidates present themselves. 2nd Half the people vote for their representatives.
• The candidate with the highest votes wins (minimum 3 votes).
• During election campaig, no subtenants can be added, no group invites without Dee approval and notificaiton of acting city council, and all new renteters can not vote
• Only GTA Citizen group tag can vote

Organization

• Reports to Mayor
• Run by Dee

Responsibilities

• Sim management (sim rent, prim monitor, administrative tasks)
• Renting and rental management
• Building/structures/public furniture/ etc.
• Citizen satisfaction when it comes to renting and their lives here.
• Collection and distribution of money as per Mayor’s instructions
• Can take over Mayor’s obligations of financial matter in case both Mayor and Deputy Mayor are absent for more than 7 days

Staff

Regulations

• Reports to Mayor
• Must be a citizen of GTA.
• Can act as Mayor’s right hand. 
• Can act as Mayor’s replacement in Mayor’s absence.
• Can not be member of city council
• In the absence of both Deputy Mayor and Mayor for more than 14 days, City Council will take over Mayor’s responsibilities of non-financial matter.
• In the first 31 days of Mayor election Dee can act as Deputy Mayor helping the mayor through the transition. Dee can be removed sooner by Mayor . 

Responsibilities

• Delegated by Mayor to act as Mayor’s office Representative.

Criteria of admittance:

• Active in GTA as a member of gangs/pimps

• Invite by existing city council members and vote of approval

Procedure of joining the city council

• Join one of the public roles
• Join one of the groups and be nominated by group boss to be part of city council
• Application or invitation for all others

 Criteria of rejection from campaign

• Was voted out of the city council less in the period before previous election and current one.

Term/Duration

• All members except random citizens who join by applicaiton are in city council as long as they hold the function
• Random citizens who are inivted/join by applicaiton will have a term of 3 months with possibility of renewal.

Criteria of exclusion from City Council:

• Exclusion must be requested by one of the members of City Council with arguments.
• Exclusion can be done only by vote.
• Has been absent to vote for more than 5 consecutive meetings. In this case by default a proposal will be raised to vote-out that city council member

 Exceptional

• In the absence of the Mayor and Deputy Mayor, the City Council can take on some of the mayor’s responsibilities.

City Council Meetings (CCM)/Communication

• In-World meetings will always be held in the city council room in city hall.
• Order of business will be documented on website where it can be committed.
• Notification of new order of business/topics will be done in-world or via email.
• City Council members are NOT obligated to express their vote /opinion during CCM.
• CCM Role is to make known issues, debate, and better understand the topic. 
• City Council members may represent and assign one delegate to speak and listen in their name during CCM. Delegates do not have the ability to vote.
• At least 2 meetings per month will be done with open doors where everyone can come and express their topics/ideas/desires without the right of final vote

Vote (Order of Business)

• Voting must be done on website only, even if also expressed in in-world meetings.
• Voting should be finalized in a maximum of 2 days since the meeting has ended on topics ready to be voted.
• All votes must contain a decision (yes/no). The right to not express your opinion does not exist
• Majority wins
• Ties are rescheduled 3 more times. 3rd time mayor has the final vote.

Emergency Vote

Any memebrs of the City Council can call emergency vote

Emergency vote to be put on website within 24 hours. From the moment the vote is visible on website, city councilors have 24 hours to vote for it.

  Regulations

  • Commisioner is appointed by Mayor to oversee as top level management all PD Organizations across GTA 
  • The Captain promoted through ranks runs the Downtown PD every 6 months from a pool of at least 3 Ltn. In case less then 3 Ltns exist, commisioner has the right to appoint Captain
  • The Sheriff runs Sheriff’s office
  • The police department serves GTA City assuring the safety of citizens.
  • The Police Department is obligated to take note of illegal activities and enforce the law by any means necessary
  • Police department is obligated to present to the DA or subordinates of DA all evidence and materials related to last arrest
  • The police department is obligated to answer citizen calls, verbal, or written notification of possibly illegal activities and to apply the law.

  Commisioner

  • Is appointed by Mayor
  • Is dismissed by Mayor or City Council based on performance or legal issues
  • Oversees all PD as top level management
  • Sets or influences policies on crime, public safety, and community relations 
  • Is the bridge between all PD’s and City Hall /Courthouse 

  Captain Obligations

  • Promoted through rank
  • Reports to Commisioner
  • Responsible for running the police department and all it’s subordinated
  • Responsible to assign staff /create divisions/promote and hire
  • Firing a police personnel can be done through internal report signed by both Captain and Commisioner
  • Oversee training and activity of all officers.
  • Empower communication between PD and DA’s and it’s subordinates

  Sheriff Office

  • A sheriff office is considered as a secondary HQ for Downtown PD, responsible for an area designated by PD Captain
  • A sheriff office can be created with approval of both PD Commisioner and GTA City Mayor to assure also infrastructure and logistics
  • A sheriff office can be dismissed by GTA PD Commisioner and personnel reassigned internally
  • A sherrif office can be dismissed by GTA Mayor if quota of min 2 deputees is not met, and for logistics/financial issues. All personnel will be reassigned inside GTA Downtown PD as per PD Captain’s decisino
  • Sheriff Office is run by PD Marshal
  • Sheriff Office must have min 2 max 3 deputees. 
  • Sheriff and subrodinate can operate in the areas designated by PD Captain under PD Captain regulations and limitations if any
  • Sheriff and subrodiantes must always answer backup/execution roles from PD Captain

Regulations

• Responsible with the health and wellbeing of citizens
• Must respond to medical service requests from citizens.
• Medical services are always offered for free.

Responsibilities of Director

• Must hire personnel
• Must appoint Head Nurse
• Is responsible for internal regulations.
• Is responsible for requesting budget from Mayor for equipment.
• Is responsible for hiring staff (doctors, nurses, etc.)
• Is responsible for the performance and professionalism of his/her staff.
• Must report monthly his activity and clinic status to Mayor

Other medical insititutes can be opened by private people in Gutter Trash Alley but they will only be recognized as official healtcare institutes if they obtain a licence from GTA Clinic and Townhall

This includes any services such as castration, acupuncture, maternity, care, or private clinics. Anyone offering any type of medical care or services will need a board license to continue business. Cleanliness, training, psych evals, and need for services offered will be considered for approval.

City Judge

• Appointed/Dismissed by City Council vote
• Must answers call to judge in courthouse and pass sentence based on professional experiecne and criminal record of the person found guilty
• Nature of the sentance is at the liberty of the judge
• All trials are held in GTA Courthouse
• Is part of City Hall Organization

Prosecutor

• Is nominated/dismissed by Mayor
• PD Chief can fill in the role in it’s absence
• Acts as City Lawyer against civilians and business org or mafia organizations in court
• Has access to all case files and all PD database related to their current investigation
• Can advise commisioner and PD Captain regarding policies and public safety procedures

Lawyer

Any citizen who:

• request and receive GTA Lawyer lience
• has a office.
• not be convicted of major crimes in the past 30 days from the date at which they receive licence

Lawyers are requested by criminal and not offered to them by default

Lawyers can assist criminal during interrogations or arrest procedure.

In case of minor and medium infractions, if lawyer finds irregularities in police procedure as per book of laws, can request that criminal go free until trial

In case of major crimes, criminal will do jail time and later on can have go to trial and obtain:

• restore of right to wear a firearm
• clear of criminal record
• RP moeny compensation
• others as per judge and accusing party decision

Trial can also end in additional jail time or other penalties for the criminal as judge decides.

Housing, or private homes are units rented to individuals.

Regulations:

• Anyone is entitled to own a private home within budget and availability without restrictions.
• Homeowners are entitled to make use of the provided security orb to ban/eject individuals.
• Homeowners have the responsibility to pay the rental price to city hall.
• Homeowners have the right to have the same or less rental price throughout their entire duration of rental. With the exception when they don’t respect prim limits
• Homeowners have the responsibility to regulate their prim usage within 24 hours from notification from Rental Office Staff, otherwise their rental price and rental time will be adjusted. 
• Homeowners will be evicted from their homes if rental is overdue and not paid within 48 hours from expiry.
• Homeowners are not allowed to rezz items on the exterior of buildings or outside their homes without prior approval from city hall. Otherwise, their items will be returned without notification. Exception are cars and boats which can be rezzed outside and parked in designated locations if they exist or on the side of the road where they don’t interfere with traffic/access to buildings/access to other roads/spaces of interest.

All asspects of housing (create new buildings/demolish buildings) can be done with the agreement of Dee(janetguise)

Definition

• A citizen is a person who rents or is subtenants, runs a private business or is employed in City Hall and is directly subordinated to Mayor.

Obligations

• Respect one another’s private property
• Do not damage /change/ alter private or public property other than his own.
• Obey the law. 
• Collaborate with law enforcing personnel.
• Respect other citizen’s privacy
• Report any illegal activities that he/she witnessed.

The citizen has the right to:

• Request and receive medical care.
• Request assistance from PD in matters of security, safety, illegal activity by either contacting a police officer or submitting a complaint.
• Receive police escort/police security if his/her life is in danger.
• Own a firearm.
• Use a firearm against a person or a group of people who is/are an immediate and obvious threat to endanger him/her life or his/her family or property.
• Use a firearm who refuses to leave his/her private property, after being summoned to leave and making clear that they are trespassing and after giving them enough time to leave.
• Request a trial before the GTA Judge in case he/she wishes to accuse other party of an illegal action towards him/herself.
• Access his/her private home unrestricted.
• Access public locations and public institutes
• Freedom of speech, freedom of religion and beliefs if they are not offensive or instigate to hate or defame another person or institution.
• Freedom of action if they are not offensive or aggressive or threaten the peace and security of other people and in respect of the law.
• To access public information
• Request and be granted audience with Mayor or City Council Representative of the sector they live in to express their issues regarding topics about city life, citizens, law, or anything that affects their life here.
• Contest Police Decision in court
• Can request a lawyer to represet them in court and clear his case file or request compensation (this does not set them free from jail time) 

Adult Rated Premises can operate with authorization from City Hall.

They can show nudity both in staff and in-door display, but are under no circumstances allowed to offer prostitution services to their patrons.

Outdoor displays of nudity or indecent art/photography i forbidden.

Drug Dealing and consumption is illegal in Gutter Trash Alley

P1. All events in GTA Public places must be done with prior approval from city hall and with notification to PD

• All public roads are designed for public use by citizen and vizitor vehicles.
• Blocking the road without consent form City Hall either by gatherings, car stop, or any other, is considered a penalty
• Parking spots allocated on the side of the roads are to be freely used by citizens. Citizens have the right and priority to park one vehicle in the vicinity of their homes or work places.
• All citizens must remove their cars if not used now or in the near future (30 min) or they will be towed away
• All PD cars must be removed if personnel is not on duty or they will be towed away
• Fire Department can keep in vicinity/inside the Fire Station 1 Firetruck and 1 Ambulance even when not on duty
• Medical personnel of Mercy Hospital can keep 1 ambulance parked in the designed parking space of the hospital even when not on duty

A permit is an official document allowing a specific action; a license is an authorization to engage in a regulated activity, often requiring qualification.

Licences are offered for a unlimited period of time as long as conditions are met.

Permits are offered for a period of 6 months, after that they require renewal.

Residents are allowed to require multiple licnces/permits at the same time

In maximum 14 days City hall must respond to requesting citizen city hall decision and if possitive issue License documentation (APEX)

If city hall does not respond positive or negative in 14 days, the request will be nullified, and another request must be issued by the citizen.

Art 6. of consitution states that the citizen has the right to:

Own a firearm.
Use a firearm against a person or a group of people who is/are an immediate and obvious threat to endanger him/her life or his/her family or property.
Use a firearm who refuses to leave his/her private property, after being summoned to leave and making clear that they are trespassing and after giving them enough time to leave.
To own a(one) firearm registered citizen at the cityhall must request with GTA PD department a firearm permit.

Note: additional firearms to be decided. Don’t think of gangs and PD. Think of regular citizens.

GTA PD will analyze each case individuallly and will decide the person is elligbile to recieve a firearm permit, use of firearms and is not a danger to themselves and everyone else.

Furthermore if a person has commited a crime that recommends PD to confiscate weapons for a durtion of time, PD department will not issue firearms permits until the penalty expires. Based on same argument, PD is eligble to temporarly or permanently remove the firearm licence.

GTA Citizen with knowledge of law and wish to open a lawyer office in GTA can request to City Hall Lawyer Licence.

The request must contain citizen name, and lawyer office address.

The request must be addressed to Mayor but approver can be any City Hall emplooyee as per mayor’s regulations and city hall procedure.

City hall will request PD to provide info if citizen has commited any major crimes in the past 30 days. If so, request will be denied until 30 days pass from last major crime commited.

Any location that provides services to all citizens and that is not of adult nature (nudity/light drugs consumption) is recommended (not obligatory) to register themselves by completing the following procedure:

• Request GTA FD to install fire extinguisers in their location and is themselves responsabile for keeping the fire extinguishers in good functioning order
• Participate in GTA FD Fire Awareness Training to know how to operate the fire extinguishers
• Request to city hall business registration by providing:
  – owner name
  – location address
  – business name
  – business location profile

By proceeding with registration business owners benefit from:

• insurance for arosning damage
• reduced time for arson investigation. During arson investigation the business location can be closed by PD or FD
• free publicity within the city, press, radio network (OOC gta groups)
• ability to request other related permits

For adult clubs, request Adult Club Permit as well

Adult Club definition: Business location opened only to adult citizens where nudity and consumption of light drugs and alcohool is permitted in doors.

Business owners who wish to operate under such conditions must:

• have a Business Lience under the conditions of Art 11.3
• have their own security guard or employ a private security company
• must operate within closed doors without publicly explosing nudity
• must not allow underage citizens to access the permises

If conditions are met, they can request a permit to city hall
Failure to respect the conditions or have a permit can lead to temporary closure of business by PD

Business owners who wish to extend their business on street can do so under the following conditions

• have a Business Lience under the conditions of Art 11.3
• can put furniture that occupies maximum half the sidewalk
• can put furniture on all sides of their business location unless it impacts another business location . (if two business locations are separated by 1 sidewalk, neither of them can occupy half of it, and neither of them will recieve permit to put furniture there).

If conditions are met, they can request a permit to city hall
Failure to respect the conditions or have a permit can lead to temporary closure of business by PD

Business owners who wish to publicly display nudity (no genitalia) thorugh window or outside their business location can do so under the following conditions:

• have a Business Lience under the conditions of Art 11.3
• have Adult Club Permit under the conditions of Art 11.4
• Street extntions permit required if nudity is explosed outside club in the presmises of it
  
  If conditions are met, they can request a permit to city hall
  Failure to respect the conditions or have a permit can lead to temporary closure of business by PD
