GTA Judiciary
The following changes are proposed to judiciary people in gta and define their purpose
- District Attorney/District Attorney Assistant. For simplificaiton these roles will dissapear
- Prosecutor will remain an active role, acting as City Lawyer against people who commit crimes, private businesses or organizations who don’t respect GTA law. In absence of Prosecutor, PD Commisioner can act as one
- GTA Laywers (See below Art 11.2 ) are people who are registered as lawyer at City Hall, and receive Lawyer permit. GTA Lawyers must not have been accused of Major crime in the past 30 days, or they will lose their licence for 30 days (from the moment of accusaiton).
Lawyer can request GTA City Judge for trial
The results of the trial, can be:
- -removal /reduce of gun penalty
- deletion from DB of the major crime report associated with the individual
- RP money compensatino from city hall
- additional jail time
- whatever judge decides

New Article 11. Permits and Licences
A permit is an official document allowing a specific action; a license is an authorization to engage in a regulated activity, often requiring qualification.
Licences are offered for a unlimited period of time as long as conditions are met.
Permits are offered for a period of 6 months, after that they require renewal.
Residents are allowed to require multiple licnces/permits at the same time
In maximum 14 days City hall must respond to requesting citizen city hall decision and if possitive issue License documentation (APEX)
If city hall does not respond positive or negative in 14 days, the request will be nullified, and another request must be issued by the citizen.

Art 11.1 Firearm permits
Art 6. of consitution states that the citizen has the right to:
- Own a firearm.
- Use a firearm against a person or a group of people who is/are an immediate and obvious threat to endanger him/her life or his/her family or property.
- Use a firearm who refuses to leave his/her private property, after being summoned to leave and making clear that they are trespassing and after giving them enough time to leave.
To own a(one) firearm registered citizen at the cityhall must request with GTA PD department a firearm permit.
Note: additional firearms to be decided. Don’t think of gangs and PD. Think of regular citizens.
GTA PD will analyze each case individuallly and will decide the person is elligbile to recieve a firearm permit, use of firearms and is not a danger to themselves and everyone else.
Furthermore if a person has commited a crime that recommends PD to confiscate weapons for a durtion of time, PD department will not issue firearms permits until the penalty expires. Based on same argument, PD is eligble to temporarly or permanently remove the firearm licence.

Art 11.2 Lawyer Licence

Subarticle: Art 11.2 Lawyer Licence
GTA Citizen with knowledge of law and wish to open a lawyer office in GTA can request to City Hall Lawyer Licence.
The request must contain citizen name, and lawyer office address.
The request must be addressed to Mayor but approver can be any City Hall emplooyee as per mayor’s regulations and city hall procedure.
City hall will request PD to provide info if citizen has commited any major crimes in the past 30 days. If so, request will be denied until 30 days pass from last major crime commited.

Art 11.3 Business Licence

Subarticle: Art 11.3 Business Licence
Any location that provides services to all citizens and that is not of adult nature (nudity/light drugs consumption) is recommended (not obligatory) to register themselves by completing the following procedure:
- Request GTA FD to install fire extinguisers in their location and is themselves responsabile for keeping the fire extinguishers in good functioning order
- Participate in GTA FD Fire Awareness Training to know how to operate the fire extinguishers
- Request to city hall business registration by providing:
- owner name
- location address
- business name
- business location profile
By proceeding with registration business owners benefit from:
- insurance for arosning damage
- reduced time for arson investigation. During arson investigation the business location can be closed by PD or FD
- free publicity within the city, press, radio network (OOC gta groups)
- ability to request other related permits
For adult clubs, request Adult Club Permit as well

Art 11.4 Adult Club Permit

Adult Club definition: Business location opened only to adult citizens where nudity and consumption of light drugs and alcohool is permitted in doors.
Business owners who wish to operate under such conditions must:
- have a Business Lience under the conditions of Art 11.3
- have their own security guard or employ a private security company
- must operate within closed doors without publicly explosing nudity
- must not allow underage citizens to access the permises
If conditions are met, they can request a permit to city hall
Failure to respect the conditions or have a permit can lead to temporary closure of business by PD

Art 11.5 Street Extension Permit
Adult Club definition: Business location opened only to adult citizens where nudity and consumption of light drugs and alcohool is permitted in doors.
Business owners who wish to extend their business on street can do so under the following conditions
- have a Business Lience under the conditions of Art 11.3
- can put furniture that occupies maximum half the sidewalk
- can put furniture on all sides of their business location unless it impacts another business location . (if two business locations are separated by 1 sidewalk, neither of them can occupy half of it, and neither of them will recieve permit to put furniture there).
Failure to respect the conditions or have a permit can lead to temporary closure of business by PD

Art 11.6 Public Nudity Permit
Business owners who wish to publicly display nudity thorugh window or outside their business location can do so under the following conditions:
- have a Business Lience under the conditions of Art 11.3
- have Adult Club Permit under the conditions of Art 11.4
- Street extntions permit required if nudity is explosed outside club in the presmises of it
Failure to respect the conditions or have a permit can lead to temporary closure of business by PD

Arsoning
Definition:The act of creating fire in non authoirzed areas
Severity: Minor
Jail time: 20 minutes
Fire Permit Penlaty: NO
Simple Assault (replaces Assault Medium)
Definition: Minor phisical contact or minimal injuries
Aggravated Assault
Definition: serious offence resulting in significal bodyharm, and/or use of deadly weapons
Severity: Major
Jail Time: 45 mins
Firearm Permit Penlaty: 3-5 days
Kidnapping
Definition: is the unlawful abduction and confinement of a person against their will.
Severity: Medium
Jail Time: 30 mins
Firearm Permit Penlaty: 1-2 days
Kidnapping of public official
Definition: is the unlawful abduction and confinement of a person that serves in public institutes, against their will.
Severity: Major
Jail Time: 45 mins
Firearm Permit Penlaty: 3-5 days

Medical Staff to reduce Critical Injured Penlaty
Healing by doctors also reduces critical injured penalty as part of the healing process and not an independent action:
Doctors: up to 75% percent
Nurse or Head Nurse up to 50%
Intern/Paramedic up tp 25%
Unlienced Doctors/Freelance Doctors: up to 75% (future implementation)
IV Stands do not reduce critical injured penalty.
Critical injured penlaty is dirrectly proportional to healing done. Ex: you can not heal on IV stand too 100HP and then ask doctor to remove critical injured penlaty.

Weapon Damage and Agent state
in GTA System, the targeting is simplified to the point where you click and target is aquired. There are no factors that alter targeting.
Also there’s no concept of headshot/bodyshot/limbs shot and different alteration of avatar health state.
Therefore, today, a person shooting while standing still, running, jumping, or crouching have same effect, or better to speak same bonuses which is incorrect from sytem point of view.
While it is true that targeting a moving avatar is more difficult, or targeting while moving is more difficult, these are traits of a combat system which can lead to 1 person downing 4-5 attackers due to high skill gap, resulting in less immersive RP .
Therefore , without going into the details of how damage is calculated due to privacy reasons,
The chart show 3 graphs of how damage of maximum 20 is applied over a distance of 60m.
- Standing/Walking/Crouching: Damage drops evenly from 20 to 0. This is for fair, tactical combat.
- Jumping: A steep drop early on, then flattens out. Damage becomes negligible beyond ~30m. This will reward close-range aggression.
- Running: gentle decline at first, then steepens. Keeps damage meaningful at mid-range but drops off sharply near 60m. This will preserve damage at longer ranges
This is the basic chart, for all individuals. It will be altered (positively) in the future by attribute Skill and also weapon modifiers. which are both part of the long term vision for GTA Systems.
This model will be applied top all firearm weapons, the differentiator being max damage and max distance.
Additionally. for sitting users, damage done by weapon will be 4. In case 4 people sit in a car, and car is NOT damagable, each avatar will reiceve 1 damage (damage is distributed equally). This covers all situations
