The City Council is GTA's legislative body — responsible for voting on changes to the Book of Laws, proposing new legislation, and overseeing the activity of all public institutions. Members are drawn from City Hall, the Police and Fire Departments, the city's gangs and factions, and civilians who apply and are approved by vote. The Council also holds the authority to agree on long-term bans exceeding one week, and can remove the Mayor from office by unanimous vote.
